Mr. Carlos A. Penin, PE was born in Holguin, Cuba and was exiled to Miami in 1962. In 1977, Mr. Penin obtained a BS Degree in Civil Engineering and Construction Management from University of Florida and in 1982 an MS Degree in Environmental and Urban Systems from FIU. In 1989, he founded C.A.P. Engineering Consultants, Inc. in order pursue his American Dream and serve others with his passion of Engineering. n 2006 the firm changed its name to C.A.P. Government, Inc. (CAP) and began specializing in providing Building Department outsourcing exclusively to government agencies. Today, CAP serves over seventy municipalities and five educational institutions in Florida. In 2017 and 2018 CAP was recognized as one of the fastest-growing, Gator-owned businesses in the world. Mr. Penin was a founding member of the Board of Directors of the Miami-Dade Expressway Authority (MDX) and of the Transportation and Expressway Authority Membership of Florida (TEAMFL). In January 2021, Carlos was appointed by Governor DeSantis to serve on the Board of Directors of the South Florida Regional Transportation Authority (Tri-Rail). He has been active in the Florida Engineering Society (FES) since 1977, holding various leadership positions. In 1982 Mr. Penin was named “Engineer of the Year” by the FESMiami Chapter. He is currently serving as FES State President. Carlos is a member of the Board of Directors of the Cuban American Association of Civil Engineers (CAACE) and a member of the Association of Cuban Engineers (ACE). He was named “Engineer of the Year” by the ACE and in 2020 received the “CAACE Plinio Villanueva Award”. Mr. Penin serves on the University of Florida Advisory Board for the Engineering School of Sustainable Infrastructure & Environment (ESSIE). He and CAP are Gold sponsors to the University of Florida Society of Hispanic Professional Engineers (SHPE). They hired over fifteen (15) Hispanic Engineering students in 2021.
Mr. Penin currently lives in Coral Gables, FL and is the proud father of three daughters.
